This is one of the “sea" songs of the Napoleonic Wars era / songs which were not generated by seamen themselves, but rather were written for the popular stage and, in some cases, found some popularity with sailors and landsmen alike. That sailors actual did sing this song is attested in R.H. Dana’s memoirs of his time on the California coast in 1834-6. At one point, Dana and his shipmates receive a visit from the crew of the ship _California_ out of Boston. The crews spend some time musicking together in the leisure hours and among the California’s crew are some English sailors who include this in their repertoire. The lyrics were written by Irish playwright and actor Andrew Cherry +••.••(...)), and they were set to melody by John Davy in his light opera, _Spanish Dollars_ (1805). Here’s what the Grove’s Dictionary of Music and Musicians for 1910 had to say about “Bay of Biscay O!”: "The words of this fine sea song are by Andrew Cherry, and formed part of a musical entertainment called ‘Spanish Dollars,’ which was performed for Incledon’s benefit at Covent Garden [the playhouse in London, now the Royal Opera], on May 9, 1805. The play was afterwards adopted by the management. John Davy was the composer of the song and the opera. It has been stated that Davy took his melody from the singing of some drunken negroes in London, near the docks. Whether this be true or not, it is a fact that several traditional melodies have been recently collected, mostly sea songs, the melodies of which bear a considerable resemblance to the air in question. From certain points of evidence it is, however, improbable that these are taken from Davy's melody to the ‘Bay of Biscay. It is rather likely that there has existed some tune commonly sung to sea songs of which both the ‘Bay of Biscay’ and the traditional airs are merely the remains.” (pg. 612)
